Probably not. Can cause bad feelings among other employees who will figure out what's going on. The person you supervise will be put into an awkward situation during the relationship and if it doesn't last, it will be uncomfortable for the two of you to see each other.Your integrity/authority will weaken and not be taken as seriously.
If the person moves to another dept. before the relationship begins, maybe that would work.

No. Relationships of the intimate nature are never good in the workplace. You can end up causing strained working relationships with the other people in your group.

That would be NO! B/c you don't know how long it's going to last! Imagine a rough breakup, you know how akward that's going to be! Your supervisor might take advantage of the situation too!
