Go to a fashion college, preferably a well known and accredited one, then go to work for a big name designer. Do well for a couple of years then show your designs and ask for a chance to create them.
I am guessing that that plan of action isn't going to work for you, so instead, why not learn to sew well and create the designs yourself? There is a service called etsy, do a google search to find out more, and this service will allow you to sell handmade clothing as well as other handmade items online. A lot of money can be made If you have good designs and good sewing skills.

you got to work your way up first. find a small tailor in town and then work your way from there.
