it all depends on the state that u live in. But also think about what u are saying. If you are 10 and u get a tattoo, it seems like a waist of a lot of money, cause your skin is gonna stretch 6x what it is now. it won't look anything like it does later.Get real, plus, if u have to sign a waiver of any sort, NO u can't. Not legal until you can vote i.e. 18 years old.

With your legal guardian's permission you can, but I do not believe that any tattoo artist would put one on you. The only tattoo artist that would even consider putting a tattoo on a child is probably not an upstanding and professional tattoo artist. And, if you go to a tattoo artist that is unprofessional and risky, then you face getting a bad tattoo, infections, and a possible investigation from your local children services office.

Yes, if you have parental permission and their there with you. But you should wait until you grown into your skin say around 15 or 16 before committing to a tattoo.

No.
There is no state where that is legal. The OOOOONNNNLY way that could happen is if maybe their dad is a tattoo artist. But at that age that is child abuse. They cannot make a permanant decision about something like that so young and they are still growing so it will become stretched out and tacky.
Just like most piercers won't pierce kids under 16 even with a parental waiver.

Yes, if you have written permission from a parent. In most states, the permission must be accompanied by the parent and two forms of identification, with the driver's license being one of them. The parent must also sign a release in the event of a health problem.

Yes with your parents permission. However 10 is a little young to be permanently scared. I would dry those henna tattoos to see if you like them.

it's a lifetime decision. Are you ready to start making these yet? I know several people who got them young, like in their late teens or early 20's, and later got considered for responsible type of jobs that the tattoos became an issue in getting hired. think about it.

you'd be hard pressed to find a tattoo place that would do it. I am sure they are heavily watched and the laws would restrict that to minors, even with permission.

Umm.. I don't think that is the best Idea. I know you feel like you are old enough, but you really aren't. And if your mom tells you you can, she isn't making the best decision for you. Besides, I dont even think it is legal.

it may be legal with a parent's signed consent (executed in front of the tattooist), but once the consent is signed, it is up to the tattooist whether their personal and professional principles will allow them to execute the tattoo on an underage person...my thinking is that no tattooist in their right mind will do it
