I know this sounds weird, but one of the scariest villains of all time was from "Raiders of the Lost Ark".It was that German guy that came into the bar-the one that burned his hand on the amulet. I don't know why;he is just one of those really creepy, really crazy kind of guys that would cut out your heart in a split second.
The all time scariest villain though-Dr. Hannibal Lector! What makes him so scary:
1)He never blinks
2)He's a genius
3)He's not some guy with supernatural powers, or someone that has been brought from the dead-he could be a real guy, in real life, that really does eat people's livers...
HE MIGHT EVEN BE ME!!!

The Emperor from Star Wars. He is the evilest, most baddest motherf.ucker in villain history.
He got himself in power of the Intergalactic Republic, whilst collecting a giant-as.s clone army to use against them in ten years time.
Then, after war broke out, he got everyone to love him and he turned the republic into an empire, giving him absolute power.
He also twisted Anakin Skywalker into joining the dark side, causing him to go kill hundreds of Jedi, including Jedi younglings, and also his Master and best friend Ben Kenobi.
Worst of all, his evil influence caused Anakin to turn so evil that he caused the love of his life, Padme, to die of a broken heart. The last time she saw him, he was trying to strangle her to death. After that, she had their two children, and simply passed away.
After that, the Emperor told Anakin (now Darth Vader) that it was Anakin's fault that Padme died. This caused him to be completely absorbed in hatred, regret, sadness, anger, all of the elements of the dark side, and would never go back (or WOULD he?) The Emperor from then on, for many years, dictated in a very evil way. He would blow up planets for no reason.
All of these things were done because the Emperor wanted them too, which is very, very evil. Bad, bad emperor!!

First of all, get real Bengal Connection. The war HAD to happen, regardless of "weapons of mass destruction" or America would have been painted like a target for the rest of the world after 9/11. We protect our own and I'm sorry you can't see that.
Now, for the question. Hannibal Lector. he was just gross.
