Yes they are, subject to certain rules.
1. They have to be on a lead, or in a box, at ALL times.
2. They have to be carried through the gate-line.
3. They travel free.
4.They do not occupy a seat.
5.They MUST be carried on escalators or else use stairs.
Point no 2 is usually winked at, meaning that the dogs generally walk through at the owners side.
Also note that it is considered generally polite that if your dog craps anywhere you put in your pocket and take it home with you.

Only registered assisistance dogs, such as dogs for the blind, dogs for hard of hearing etc. They are also allowed in taxis and in all Lodon Transport services
