what is the best way to get an engine to turn over after its been sitting outside without the head on. its rusted a little

Right this is no bull **** a guy down at santa pod raceway in the uk told my best mate put coke cola down the spark plug hole and let it stand over night but you got the head's off so you can put coke cola all over the piston's then get a power bar or ratchet to the bolt on the balancer and give it a turn, this guy run in super comp et 8sec passes 170 mph

Use a good penetrating oil, not WD40. Spray or squirt it in cylinders every day for 2 or 3 days. Try rotating the engine a little both ways each day. Just tap the starter , don't try to turn over completely.
I found that a product called "Kroil " from Kano laboratories works best.

pull the spark plugs and spray alot of PB Blaster or liquid wrench in the holes. let it sit for at least 10 minutes. try putting a breaker bar and socket on the crank bolt and turn. If you have a weak crank bolt or it starts to turn and the engine doesnt, then back off and dont break it. maybe you can get a prybar on the flywheel and turn it that way

Rebuild the engine. The rust will kill your rings anyway.
