If you are under 14 you shouldnt really weight train with heavy weights because it is a critical time when your bones are growing rapidly. The muscle is attached to tendons which are attached to bone and if the weights are too heavy the tendon pulls on the bone too much putting the bone under strain. Its ok to start using heavier weights after you turn 16 but a lot of gyms will not train under 18's for this reason!

Moderate and non-agonistic exercises always are healthy.
About your question it depends from the age because during the development (adolescence) strong and massive exercise can be dangerous for the bones, asking for a premature weld of the framework and thus giving then a reduced development (height).
If older, the great muscular mass will have to be constantly trained otherwise it lowly will collapse giving then a very flaccid body. As usually, “too much breaks the bag”

No. However, not stretching afterwards will mean that your muscles stay all short and stumpy and you will end up looking like the little fella out of Lord of the Rings because your muscles will be too small.
