Yep your right they are cardboard coppers.
We have 2 on our estate in wolverhampton they are both very cute.
So they have no power but nice to look at!!!!! Lol

A community police officer is a police officer with all the usual powers but working in a local community.
You are probably thinking of the police community support officers (PCSOs) who do not have the powers of arrest and although they work for the police are more like community wardens. In this area their uniform is similar to that of the police but they have blue epaulettes.

Those fake, rent a cops...I don't even think they know the Miranda rights by heart, how can they arrest some damn body,lol! Here in Jacksonville, they make the community service officers wear these loud, neon highlighter yellow/green shirts and their cars are marked community service officer. They don't even get the fun red and blue sirens, theirs is yellow. All they do here is help out with traffic accidents and directing traffic and the application to fill out to become one is as thick as a photo album and you don't even get a gun.

our community copper has the right to take home any of the kids that hang around the local shops if he thinks they been up to no good, also takes names and addresses, took me friends daughter home the other week as she was caught with a bottle of alcohol which she had in a pop bottle .. if anyone needs to be arrested they have to get a 'proper' police person i think though they do have some rights in wot they can do .. dont know if local authority is different in different parts of the country....

a community support officer has no powers of arrest. a community officer does, as they are real police officers. At least thats how it works where i live.
