How do I know if a set of line segments could make a triangle if you connected them? (ex: 1, 2, 3) How would I calculate the degree angle of these lines to see if they make a triangle (180 degrees)?

the sum of the two smaller sides must be greater than or equal to the largest side. i.e. 1+2 >=3 thus a triangle can be formed.

if the two smaller sides are less than the larger a triangle cannot be formed. i.e. 1 + 1 < 3

Let's see....how about plotting the segments on a coordinate plane. Or you could use the "distance formula" to determine the length of the segments......or pay attention in class...
