Need to kow how to build a fixed structure and also need detailed plans, including measurements. This will be used to house 9 laying chickens and one rooster.

It depends on the breed of Chickens you are having. Will they need a completely new building or are you making a settlement inside of a building for them?
I have had Chickens for years, and from expirience, it is generally better to have more room in the pen then what is seggested. I have never had a canniblism problem because of this. If you need any tips about raising chickens, drop me a line. Maybe I can help you.
