My man, there is no best time and let me tell you why they are all the best.
morning - the first thing that starts your day is by being in the arms of the one you love. It helps get your through the rest of any kind of day smiling. Downside - yuck mouth - so passionate kissing is out the door.
noon - nothing like a lunchtime lovemaking session. Or sneaking into the bedroom to share one another when you probably should be doing something else is great. It makes for silly smiles between you when you're at an evening function.
night - is there any better way to end a day than making love and spooning then snoring with your mouth open with drool in her hair? LOL!!!

It depends on your partner ... men are usually always ready to make love, women have to be aroused and "in the mood".
If your female partner is also a mother, it might be better for her in the morning before she has to look after the kid(s) all day - not too sexist I hope! - because then she's not tired ... any younger female partners who work in a demanding job might also prefer mornings - go to work with a smile on your face!
