Even a child is visibly confused when it meets strangers, especially when it is a surprise meeting.
Open mind , unable to form a quick judgment, due to lack of any preconceived notions to match the appearance with pre-recorded 'categories' of similar looking people !
Actually a blessing in disguise.. If just the confusion is removed with better understanding of what is happening within, then the situation is very good ! A prejudice-less approach !

All of us as human beings have this tendency to pre-judge people by the way they look, the way they greet us, by the way they speak, if they have an accent, or don't have one, if they appear to be rich, or poor, etc. Often, our frame of references are such that we go into this judgmental mode right away. And quite a few times, our first impressions are usually wrong because the reality of what and who this new person may be is distorted by our own mental filters. This process takes time, but we as humans are not prepared to give it that time. Enough time so that we can really learn as much as we should about the person we have just met. So we are very quick to form opinions, which in turn leads to the way we deal with this person.
Also, quite often we are afraid of being wrong.
There lies the root cause of "confusion."
We can not help but judge right away but we are afraid of being wrong. Get it?
So the solution? Take the time to get to know the person a little more. Think of him/her as a friend you had never met before. And he/she will become one.

as posted above, many people have social anxiety. it's heightened for you by being around other races due to the fact that it's even more difficult to try to be social and interact with people from other cultures that you haven't been exposed to. but the more you do it, the easier it should get. a good rule of thumb is always to listen more and talk less, and ask other people questions about themselves - therefore getting them to do most of the talking and learning about them and their culture in the process :)

It happens to me from time to time.
Well,for me it is confusion along with other things.
My heart begins to race,I get a little sweaty,almost
like not with reality.That is called anxiety or a panic
attack.Happens to many,many people for different
reasons.For me I am just shy and don't like meeting
new people often.Makes me feel uncomfortable
at times.Try to relax by taking slow breaths and
try to focus.Hope this helps.
