If you live in the USA, practically every county within a state
has a Department of Agriculture or something similar.
Carefully slip the insect nest into a clear plastic bag using a
a small shovel or other suitable tool to pick it up.
Take it to the county agency and one of the persons there
will most likely be able to identify it.
