there are mainly two reason for the Noise in Ur Computer.
Its Either from SMPS fan Or from from Processor Cooler U Check Out Carefully, Most Of the Times SMPS fan will make Noise than Processor cooler!

If it's a short beep, then trex is correct.
If it's a constant whine then a fan may be broken either in the power supply, the CPU, or your video card. The only way to really tell is to open up the case and turn it on and see if you can localize the noise. It's important to replace whatever fan is whining because when they start whining they don't cool very well. That can lead to whatever chip it's supposed to cool being damaged.

Most likely it's the power supply. The only way to fix that is to get a quieter one and install it...

that noise means that POST was successful... you should be happy that you hear that one beep. anymore and your computer is fked
