The Warp engines are facing the rear. that is where all the speed is coming from. Plus they have no flaps like air planes. To go up they have to shift power away form the warp engines and tranfer it to navigation which means using auxillery power to navigate the ship, normally a maneuver only used in docking. Also they did that in StarTrek 2 The Wrath of Kahn, but they were going much slower at the time and were cloaked by a magnetic cloud. Tactically, it is stupid to do this maneuver because their weapons will lock on to you before you have a chance to complete the maneuver and your weapons are front and aft not port and starboard. By out running them you can hit them with photon torpedos or phasers. And then there is the fact that the shields are strongest front and rear not in the middle. Tactics.

The engines push in one direction (at least to go the fastest). The ship can point itself 'up' (to be defined as going along an arbitrary Z access rather than the current X or Y), and then go in that direction. But to all concerned, it would just look like going forward again.

But, the Enterprise did do this once. It was how they beat Kahn Singh in Star Trek II.
