I went through that in school... even to the point that my Father would NOT teach me how to fight when I asked him to. He said "God gave you a mouth and a pair of legs, if you can't talk your way out of a fight, run"!
That is one of the only things I hold against my Father in my upbringing! I then took martial arts classes and paid for them on my own. Unless you have the experience to use it wisely though, it won't work. The young lad needs to build confidence in himself. The arts may help him... they may not! He may also turn into a bully himself without realizing it.
If I were his parent (being the aggressive SOB I can be), I would find out about the bully's homelife first. Most bullies have a bad homelife and are acting out against it on other people. Tell the parent to chat with the guidance counselor about the bully's homelife but NOT confront the bully. See where the problem lies first. A chat from parent to parent may be worth it depending on the outcome of the research... ie. if the bully's parents are idiots and don't care their som is a bully, having a chat with them is futile.
Off the record, here's what I would do if ALL else failed. Teach the kid a proper knee kick and cut him lose! One shot to the knee will bring down any man... and then commence! Violence, unfortunately, is sometimes the only answer. The bully is already screwed up, most likely,... so why let this poor kid getting picked on get all screwed up to? Let's save at least one of them!
I wish he lived close to me... I'd train him!!!

A - Avoid. Avoid the bully as much as possible. Don't cross paths with him. Avoid the areas and locations where the bully usually is. If it's unavoidable, then, -
E - Evade. Distract the bully while he is still in the act of bullying. Attract the attention of others. Skirt about and manoeuvre your way out of the bully's snare.
I - Ignore. Pretend totally that the bully is a non-existent being, as if a ghost. If it gets physical, simply get up and walk away, maybe, saying, "What was that? A ghost?"
O - Overcome. Learn some basic self defense. Or simply overcome your own fears, your own insecurities around him.
U - Understand. Optional. Understand why the bully is acting the way he is towards you. Use that knowledge to your advantage.

There isn't a lot of advice that u can give him. Ask him if u may talk to the teacher for him and see about finding an older, responsible teen to walk with him to & from school or whatever.
Teachers must ALWAYS be told if bullying is going on in their class, even if they seem incapable of stopping it. If poss, get the school to contact the bully's parents.
Give him all the encouragement u can, and reassure him that what the bully does/says to him is wrong/are lies. Also, make sure his parents know what is going on.

The teachers should do something about it. If they don't then if it really is harassment then you can contact the authorities. But if you don't want to make a big deal out of it you can go and beat the bully up urself. Umm... he should learn martial arts. And uhhh he can bring a weapon to school. You can give him lots of money so he can pay off the bullies.
He can start doing cross country and track so he can run away from them. And uhh... if things get tight he should go for the ball sack.

Well tell your friend to hit the bully in the front of the neck area. This will cause the bully to gag and cuff. Then Grab the bully by the ears and hit him with a knee strike on the face this either will brake the bully's nose of if he hit him in the jaw will knock him out. That should stop the bully. EFIL

I got bullied when I was a young girl in school, cause I had to wear classes. They called me 4 eyes, and it hurt, let me tell you.. I ignored them, they still didn't stop so I did tell the school counselor and she took it to the principal. So that I didn't get picked on after school, I had my mom pick me up cause she didn't work at that time. Eventually it subsided. The principal did call the kids in school to his office, and they did get punished for this. Served them right. Its really hard, you find this in every school and its just a shame.. I used to get bullied a lot in school. It made me the twisted revenge seeking psycho I am today...

He needs a way to build his confidence so he can tell them off. Bullies know what type of people they can get away with. They seek them out

he should avoid the bully as best as he can but he should tell someone if it gets out of control because when he tells, the bully will have to go to like counsuling and if he bullys him or anyone else again and some finds out he will be in even more trouble hope i could help

he is 14 years old he should learn 2 stand up 4 himself
tell him 2 beat the $#!+ out of the bully thats the only way 2 stop a bully from messin with u
if u beat them theyll respect u mor
if they respect u mor then they will stop picking on u
