i think if you mean as a cosmetic consultant then there are many women working as this in dubai there must be lots of jobs here for a well-qualified beautician.UAE is the most westernised area in the middle east.There are some really high profile companies here eg.chanel,YSL..and lots of wealthy people ..
Also ,even women who wear the burkha also wear make-up underneath.they often have very carefully applied make-up especially eyes and they look very beautiful .I've seen them putting their make-up on in rest rooms.
A "make-up artist "usually means working in the film or t.v industry.i would research the tv stations and take a course on it .then do some voluntary work with AM.DRAMS.make sure that you take lots of photos of your work and put a portfolio together.Then send your cv to the tv companies in the area.

If dubai is in the middle east definitely ( my geography is terrible!!) A friend of mine just got back from working in a hotel in dubai - make-up/ hairdressig etc.

If you want to diversify, then perhaps consider the asian/eastern market of 'he/she'. Thailand might be an interesting place to consider, but put together a good portfolio first... all different areas; performance, fancy dress, weddings etc.

Probably but it might be a little tough! In countries where women have to wear the hijab (I think thats the one, sorry if I'm wrong!) you may not be in much demand though!
