You can use "Good Evening" as a greeting, or when you are leaving. "Good Night" would only be used when you are leaving.

The term, "Good Evening" - is considered a greeting. It represents the 'time of day' of the greeting. For example, "Good Morning" would indicate the time from early morning until 12:00 pm. You would be wishing the person you are greeting to HAVE a good (pleasant) morning. So the same would be applicable to "have a good afternoon" (12:00 pm until about 5:00) and then, "have a good evening" would rest from 5:30-8:00 in the evening. "Good Night" would indicate - one could have a good night (relating to the time of day) or if you just say "Good night", it could reference "good bye". Have a good evening. It does not mean that 'you'll stay more some more time".

Good Evening is a "hello" greeting.
Good Night can mean goodbye, at night time, or that you are going to bed/sleep.
