The actually build them while they are in the bottle..It sounds crazy but they use special tools to do it.

They use soem special tools. But the real question is why do you want a boat inside a bottle?

the very bottom part of the bottle is actually cut off -- leaving an opening for you to put the boat inside. it is later on closed and heated shut. when heated, glass actually does not break -- they melt (im positive: i've done this in my chemistry class).

The boat is slid into the bottle with the sails lowered.
They are then raised using something like tweezers.

They have some fairy dust that shrinks the boat to an ant size to get it in the bottle, and then they have some more fairy dust that has the reverse effect to make it bigger inside the bottle.

it's called glass burning and it's really cool to watch. when glass is melted,u can manipulated it to take any shape you want.
