Yes. It depends on your email application but in Mac's Mail program they call it 'Quote Level' and have an Increase or Decrease command.

In Yahoo mail, look up at the formatting menu area where you can check spelling, insert smily faces and the like. Over on the right side are some little lines with arrows. The arrow pointing to the left will make the line go away. The arrow pointing right will make a line or add another line.

You can change your settings so that you use plain text only rather than HTML. Then you won't have a blue line, but rather a bunch of > symbols.
