Octopi or Octopuses exist in all the oceans and seas, even around the Arctic and Antarctic.
Best way of catching one is to spear a crab, then let the octopus grab the crab. If you are lucky, you will be able to get it in your container before it lets go and jets off.

don't catch the octopus it is living happily in the sea why would you want to kill it?

Just practice on yourself, after you can catch yourself with a harpoon, you are ready to go after octopuses.
