I think it's like asking for people to be required to have a license to have kids. Not a bad idea but it will never happen. The sad truth is that it's just too much work and money.

This would never work although the principle of the idea is fantastic! If someone wanted a pet they would be able to get one even if they were on some kind of list. Individuals who give away/sell pets and strays would be the two primary sources.
I totally agree mistreating animals should hold a much stricter punishment! I think there should be a mandatory fine of at least $1000 depending on the seriousness of the offense. The fine money should go to local animal shelters and animal welfare groups. Jail time should also follow (although I think the entire legal system should go back to an eye for an eye).

I like everything except the last thing. I think everyone should have the right to get a pet if they want to. If they mistreat it, then at that point, they shouldn't be allowed. But, what right does Joe Schmoe have coming into my house and telling me that I can't take care of my animal? It's just asking for controlling jerks to exploit the situation.
Also, rather than never letting someone have a pet again who mistreated there pet (depending on the severity) there should be a rehab program. They may have unintentionally mistreatted them, like if they just didn't know how to care for them.

We call it a Do Not Adopt List. Where we are we can get on the clerk of court site and see if they have any animal abuse charges. Most adoption services have an application that asks for reference. We also communicate with other rescues that potential adopters have dealt with. We always ask about current and past pets and I don't know of any rescues that will adopt to someone that has even "given up" a previous pet. Your local shelters are different. They will adopt to anyone with the cash in hand. However; those pets will die if someone doesn't get them. I have refered people to the local shelters numerous times if their answers to my questions weren't good enough for my fosters.

I believe you're absolutely right!
Why would someone even get a pet if they're going to mistreat it.
Its so horrible for the animal!
It's the same thing for ppl that have kids and then dont spend time w/ them or even raise them.
Having a pet is a priveledge that so many ppl take for granted!

I think there is such a thing in some states. After watching Animal Cops on Animal Planet, I'm pretty sure Houston, TX does. We can only hope more states adopt this statute.

do you know how crowded out jails are now?? there are so many ppl in jail that the ppl who should be there are being let go. we don't need to continue to put people away for the petty things when there are people who deserve to be locked up a lot more still walking around our streets preying on our children, raping women, and killing very innocent ppl. we need to get our priorities strait in this country

i so agree i have a cat that one day i was looking out the window and i seen 2 like 16 year old guys swinging this cat around by his tail i ran out there and took the cat put it in my room wentr bak and beat the sh*t out of both of them. to make it worse it was only a baby.i so agree why are you gonna beat a poor animal or starve it?? they did nothign to you.no matter how much you beat a dog or starve it or neglect it it will ALWAYS defend and be loyal to you.i do agree they should be blacklisted and never able to adopt a pet again.watch animal planet they have a show called animal police i think thats the name they are cops who investigate animal cruelty and stuf you like it. they arrest people for their crimes. it make me happy to see there are people like us who care for the saftey of animals.thanks

I agree with you. Most people that have neglected and abused their animals never spend jail time and if they do it is only for like 6 months. I think they should pay.
