There are many reasons. First there is never a consistent policy of progress...just rhetoric. Second, India is too divided by the various cultures and self interests to make a cohesive nation...the Punjabi want this but the Sikhs want that. Politics are really just high school debates without resolution to anything. The quality of education is almost like a factory where students are put on a conveyor and sent through school but without quality control. But the biggest problem is simply population control. The old concept of having more children to do more farm work and produce more food is no longer useful as India becomes industrialized. People have to understand that a fixed income limits their ability to provide for more children. Instead of increasing productivity, over-population causes more poverty.

Our political leaders are developing a lot and they have huge amounts of money deposited in their foreign bank a/c. Every year you will listen big scams(crores of rupees) if these rupees are spent on the development then there is no doubt that India will be a developed country. It is full of natural resources. But on the other hand full of corrupt politicians also. Every year crores of rupees are spent in the name of Flood Relief!!! But they dont think to spend this money (in the scams) in the construction of dams and canals which will lead our country on the path of development.

it dose seem like 'India is always developing'. i think India needs to catch up w/its population before it can be 'developed'.[as many country's do]. over population creates many problems that retard a civilizations progress. a huge, growing economy is needed just to keep up with a burgeoning population like India's. in order to get ahead of the curve, population growth needs to be slowed way down.
