Obtain a side-grinder and attach a soft disk to buff the surface.

600 grit wet/dry sandpaper. There should not be any sanding marks. It will take awhile, but if you want it done right the first time and you don't want to spend alot of money on tools you may never use again.
Depending on how big the parts is that you are working on you can either completely sink the part in water or keep a hose running on the area you are working on. You must keep the area you are working on wet same goes for the paper. This is how the pro's do it. 600 grit sandpaper about .20 cents per sheet and a bucket for water for the sandpaper itself free if you have one just laying around. You can find both items at any auto parts store.
I hope this helps you.

Go to an auto parts store or auto paint store that deals in this kind of business. They can help you with the right products. You will need several grits of wet sandpaper and a sanding block. Start with 400 grit (wet) and work up to 1000 grit or whatever gives you a pattern match with the rest of the car. DO not sand across the pattern or use an aggressive grit paper.

Use increasingly higher "grits" of paper, up to 1000 grit if neccessary to match. Use straight line strokes, not circular.

If you are not trying to match another part of the car (maybe this is a DeLorean?) then you can sand up to the finish you desire, then machine buff to a chrome like luster.

What exactly are you re-finishing?

Have you tried sand blasting vs sanding. It doesn't leave the marks that sanding does
