Paypal is not a bank. So it does not have the kind of protection on your money like a real bank.
Read the terms of service. You will probably find that your Credit Card company has better terms for handling disputes. But Paypal is convenient, so GO FOR IT.
Be smart, buy items from eBay sellers that have many successful sales with positive feedback.
Also, try these other auctions. The prices might be cheaper, since the seller is not paying a Posting free.

Yes they are very safe. They are used to transfer money from one person to another. I have used it for 8 years and I never had any problems with, especially as an avid ebay seller/buyer.
As long as you have a tracking number and you do your part as the seller, then you will never get scammed. They will refund you and reimburse you if there is ever a chargeback as long as you can prove you have delivered the item.

Yes, I do, I use it for international transfers, and I do believe it is safe.
On the other hand, I never have more money in it than I need for the transactions.

I have a pay pal a/c,
and have never had any problem with it, I have even had successful refunds though it.
So yes I think it is safe.

Yes, I have them for many years now, use it to pay items thru ebay, so far I never have problem with them.
