The frenulum is a Y shaped web of skin that connects the foreskin to the underside of the head of the penis. The frenulum is kind of like the web of skin under the tongue. This is the most sensitive part of the penis, containing a huge number of nerve endings. Circumcision usually removes all or most of the frenulum.

First what the foreskin is not: The foreskin is not a flap of skin on the end of the penis. This kind of terminology has been used to imply that the foreskin is something redundant with no real function, that can easily be removed with no consequence. This is not the case.

All you foreskin haters please go to the site below and educate yourself.

Very probably, you have a little bit of Phimosis.
Normally foreskin has to move freely and completely around glans penis.
Yes, sex still is possible (with or without condom) but the full movement of the foreskin and the sensibility of the uncovered prepuce give more pleasure and enjoyment. Besides, there is risk to take infection inside the covered part of the glans.
It is necessary to see as the situation is.
OK?

Not sure you are supposed to be able to pull it back when erect. I you can clean yourself and are not infected or inflamed you are probably okay. If you start getting inflamed or sore see a doctor. Just keep yourself clean. It is not necessary to get circumcised unless there is a problem and the doctor advised it. If you keep clean and take care of yourself and have no problems it is okay. Keep practicing safe sex like you are. Infections can hide under your foreskin. Do not let people be mean to you. It is okay. I have been with men who are both ways.

The best solution is to get the foreskin trimmed off behind the head of the penis. This is called circumcision and is what you need.

Hmm, like many others suggested, it's probably a tight/short frenulum that's keeping it from pulling back when erect, as you said you've no problems when no erect. You won't need a circumcision, that would probably be too radial and drastic in your case. You can probably stretch it but I'm not totally sure, consult your doctor about it.

i have the same problem so i looked it up! its called the frenuleum or something like that! it should be attached to ur penis but only until u hit a certain stage of puberty! but ur 23 so i think the problem is just that your foreskin is too tight! u can either get circumcised or do stretches to stretch ur foreskin, it supposedly works!

Consult a health care professional. Have your penis looked at. There is nothing to be determined without examination.

Yes you will need to get circumcised, as your foreskin is too tight, you may get infections, or tear it, and it can cause all sorts of unnecessary problems. Circumcision is cleaner and healthier.

Probably a simple procedure that can be preformed in a doctors office. Don't let it embarrass you as it's a common condition that the doctor and his/her office treats often.
