They aren't always the same age. Sometimes they show the future or the past and the characters are different ages.
Whats more is that people change. So if the cartoon starts from the same point, or the characters are always the same age, then you can become familiar with and even anticipate the characters actions and reactions.

...because it's a cartoon and if Matt Groening (the creator, nimrod) let the Simpsons age like you norms, the little Simpson, comic-book freaks would flip-out and start an international riot that would span for the better part of a billion years.

Simpsons characters show they celebrate their birthdays, so they age - they just love to keep their figures and features! In animated cartoon films - everything is possible!

It's a cartoon. The only time cartoons have people getting older is special shows...like the Flintstones when Pebbles and Bam-Bam get married.
Scooby and The Gang never age either..cartoon
