You don't If you want to keep people out, you use password protection on the computer and if you want to let others use your computer, you set up password accounts for them with limited access.

Lock the Control Panel? You can't.

However you can activate your Administrator Status and set this funtion open only to the Administrator.

If you don't know how to do that, I can't help you; because I'm not sure that you are the Authorized Administrator.

if you are using windows 2000 or later then you can do this through a group policy
