The screen rate determines how many times a second the screen is redrawn. Shows things like the movement of the mouse cursor, video frames, your typing in YA and elsewhere, etc. The higher the refresh rate, the more often it is redrawn. 60 is the standard, but because 60 is also the standard for how often a florescent light bulb is refreshed, if the monitor and the bulb are not perfectly synched, you will see a lot of flicker in the screen, Hard on eyes and causes headaches. So they give you the option to up the refresh rate (usually to 75) to reduce the flicker. Upping the rate will give you better movie video and better movement in games, but slightly slows everything on the PC.
