Auto glym used to do a product which was a strong detergent with a phosphoric acid content. The acid would neutralise and remove the rust while the detergent would clean awa y the dirt ,grease , brake dust etc. It was easy to use in that it could be sprayed on or applied with a brush and rubbed in and then hosed or jet washed off., thus the rust and dirt were removed with little effort.It should be pointed out that the rust will quickly return if the wheels are not protected with a coating of WD 40 or 3 in 1 oil. If this product is no longer available from Auto glym you should try Wonder wheels which is readily obtainable and is probably just as good. This is the best wheel cleaner on the market today but is of course mainly for modern alloy wheels but I think its acid content may be effective in removing rust.
If Wonder wheels does not remove rust the alternative would be a 2 stage approach. Firstly clean and degrease the wheels by applying a solvent de greaser such as Gunk and then rinse off. Then apply a specific water soluable rust remover such as Kurust jelly and again rinse off. Protect with WD40 or 3 in 1 oil as before.Chrome wire wheels are good to look at when in perfect condition but are difficult to maintain. The perfect answer is to have a spare set of wheels and keep wire wheels for summer , dry road use.

Use very fine wire-wool with metal polish.
You wont have to rub too hard and the rust will come off.
Also this is the easiest way to do spokes.
(although it will get messy -HINT:Latex Gloves)
When finished, wipe off with clean dry cloth
and finish with a buff - Microfibre Cloth best.

if there very dirty spray the bug an tar remover an leave it a little while then use a power hose. just a little dirty there is alot of crome cleaners an a bit of elbow grease.
