Well it depends on the lines in the coding, there are softwares which calulate the appropiate cost of coding but if U don't want all that hassel then what U can do is visit www.rentacoder.com and then project Urself as a buyer and ask for someone to make U a shopping cart and then look at the bids people give. That will give U a rough idea what U should ask.

Personally I would use one of the freely available Open Source e-commerice shopping carts, they are highly configurable and simple to setup.

Give them a go before spending $$$$ on developing a new one, or even better pay someone to develop one of the open source carts to suit your needs, it would work out alot cheaper.
I think oscommerce is written in php so there should not be a problem finding somebody with those skills.

Depends where you live and who is your client!
On average, from 500€ for fxed products to 2500€ with a catalogue...
PLUS the bank fee to get your payments by credit card (ie WorldPay, £600)
Good luck, it is not an easy task.
