Isn't it a law that you can't hit minors?

There is alot more too this story. It started between me and my brother, For two days tension and tempers were getting bad, My last straw was him not letting me talk to my mom on the phone,(he lives with her, along with his girlfriend, her 4 kids, his 3 kids) Well I drove over there walked in moms trailer, I was very mad started too ask what his problem was. He got off the couch pushed me down, then as I stood up he hit me in face. My 16 year is very defensive of me, got close to her uncle and started yelling at him he pushed her she pushed back, and then he started punching her and she started hitting him. I was on the phone to 911, by the time I put it down to get over to her he had picked her up and locked her outside. There was alot of yelling going on . The police asked to talk to my mom and for me to go outside and wait for them to arrive. My brother told them I came over to attack his girlfriend, my mother lied and said he never hit me or my daughter.

There's a lot missing from this story. It's hard to say how this should have been handled without knowing more about the scenario. For example, did she hit him first? If so, then this could be a mutual combat situation, or even self-defense on his part. In a case such as that, your brother could have actually pressed charges on your daughter, even with her being a minor, & gotten her on a juvenile offense. I don't know if that is what happened, but it is the most likely scenario for them not to arrest him. Also, were you able to witness the assault? If not, then it would be her word against his, & could still be treated as a mutual combat or self-defense situation.
If you feel that the police were unjustified in not arresting your brother, you could always contact their nearest office & ask their superior officer to look into the case for you. However, the easiest way to handle this may be to tell your brother to stay away from your house & your daughter. If you have your brother arrested, you are going to destroy whatever bond may be left between you as brother & sister anyway, so you may as well do so directly by telling him he is no longer welcome in your home. Either way, I don't envy you. I'm sure the heartache this will cause your entire family will be felt for years to come.

You should have told the police officer that you wanted to press charges, if you did and the officer didnt follow through, it was probably because he just thought that it was a family squabble and that you all could handle it without the use of police force. If you wanna do something about it, go and file an protection order on him, and yeah, the judge is gonna make him stay away from her for one, and if you could go to an attorney and file assult charges on him that might actually land him in jail. Dont count on it though, cause they probably will view this just like the cops did, as something that family should handle themselves, sometimes you just cant get any justice.

If you're in America, it's not the duty of the police to protect individuals(!); three women who were raped found that out when they called 911 (before they were found by the men in their house) as well. The courts upheld the police inaction.

It is a domestic dispute.
They should have charged him.
No excuse for hitting a woman (girl)
Here in Australia it would have been investigated further as to the cause.
I am sorry your girl was hit.

Bring a legal action in a criminal court compelling the police to arrest him.
