I'm guessing you mean come to "The U.S." ??

Well, if i were in your situation and it was that difficult...i would just get a visa for Mexico and just walk across the border. Its completely open and in most cases you can hire a Coyote to take you across for about the same price as a plane ticket from Phillippines to Washington D.C.
