Govt do not control the internet its your ISP who controls it. Govt just pass orders and notifications for ISPs to follow.
This is one part. If, you are American then govt control all the Domain Names, new architectures, IP allocations, COM/NET/ORG/US/GOV domains all over world.

The govt doesn't necessarily control the internet, but they govt certainly *watches* everything.
The main backbone, UUNET was originally started as a military project. As well all the domain names are handed out by a govt agency (again, psuedocorporate entitiy) called ICANN
Athough UUNET "owned" by Verizon right now, and previously Worldcom, its most certainly watched, tracked and controlled by the govt directly and indirectly.
Its just too important not to be tracked centrally.

hmm...the first 2 countries that came to my mind that actually 'control' their citizens internet use is China and Cuba.
The internet in Cuba is non-existant. No one is allowed on the net. There is no internet. No dialing out. No dialing in. Nada.
In China, its allowed but your connection speed is very very slow...because every webpage you surf and every email you send is filtered by the government. They wanna make sure certain information about their communist leadership or country isn't passed along. It sucks.
I don't think the US has any control over the net. So u are free to surf for porn, join forums dedicated to 'Impeaching Bush' and send prank emails to big businesses...its all fair game.

For one thing they control just about everything else & 2nd I believe they are rich enough to have the largest main frame that can tap into any computer there is and the knowledge to do so without us even knowing
