More than you'll ever need to, for most batteries. As long as you take good care of them (keep them out of fire and liquid and not leaving them unused for 6 months) they will last a very long time and be able to maintain a good charge for their lifetime. Lithium batteries are the best for recharging, they can be recharged thousands of times.
In theory you can recharge them infinitely, but after a couple thousand they wouldn't hold enough charge to be of any use.

You can charge them as many times as you like. However, the best way to charge them is let them lose ALL of the charges. That's right. Then charge them in full.
This process is called conditioning. This is to prevent that frustrating thing that rechargable batteries suffer: memory effect.
What is memory effect? It's that annoying occurrance when the battery for some reason stop recharging at a point. For example, let's say you charge it up full, put it in some portable device, use it for a while, the put them back in the charger. What happens is that the battery "remember" when the charging begin and "marks" it down. Then when you do charge it up, it will not go past that "mark". Very annoying, very frustrating.
That's why we use Lithium batteries now. They use different materials and it won't have any memory effect ever!

You can recharge them many times, but you need to condition them first. Run them totally flat the first couple of times you use them and charge them fully after each discharge. After that you can charge them if they're half full or whatever, it won't matter.
