have you tried half.com, craigslist, etc? Are there any used magazine stores in your town? Check out the second hand/ thrift stores in your town they might have them too. It takes leg work or internet searching, but they are always available. You can also check them out at most libraries.

If you go directly to the magazine's website, often times you can buy back issues directly from them. Check out the website of whatever magazine it is you're looking for. I know that Memory Makers, CK and SS do this.
