The canonization of Scripture occurred at the First Council of Nicea in 325 AD.

The Councils at Nicea established many essential doctrines of Christianity. The members of the councils did not suddenly decide to deify Jesus as He was already considered to be fully man and fully God. The Council just basically served the purpose of making these doctrines official in order to combat heresy, specifically the Arian heresy.

We get the Apostle's Creed and the Nicean Creed from such councils. They are a good foundation for what Christians should believe. Check them out.

The books in the current bible were gathered together and edited, and many thrown out because they didn't fit the political correctness of the day, by the Emperor Constantine in 325 AD and a group of clerics under his control. He was trying to find a way to keep his Riman empire together by melding together all the dominant religions in his empire into one. It was then that Jesus became a god, mary a virgin, and other things "decided." Many of the other "books" that were not included in the 325 bible are still around, known as the Apochrypha. The Catholic bible is a little bit different from the protestant bible.
