From a military perspective I would choose a soldier to the point that in combat civilians do not offer much in the way of combative effectiveness, however if the civilian had a specialty in society in which would advance the war effort (I am assuming this is a hypothetical conflict) I would have to expend the soldier, but this is a simple question without much data to make that choice, what does the civilian offer vs the soldier, what is the goal of the conflict, who would accomplish this goal quicker, life is life no matter the role, but you must try and make the ends justify the means.

Very interesting question...
I suppose it all depends on the context of the situation... but in general, I think I would say the soldier. This is simply because since it is an area full of war anyways, the soldier has a better chance of surviving. If it is a soldier fighting to defend the city, the soldier obviously would be more useful in battle than a simple civilian.
War is pretty cruel, and these kinds of choices are never really fair.

Well, the Civilian wants to live.
And the soldier's purpose is to protect the civilian's life.
So the decision is made by them. I'd go along with allowing the civilian to live.
Then they'll both be happy.
