Do you say I'm fluent in basic? I know basic? I want them to know I can program in BASIC perfectly

either would work. maybe just say "i can program perfectly in BASIC" if you're not sure they realise how much you know.

alternatively, send them a one-line program proving it:

PRINT "I can program in BASIC perfectly"

see if they can disagree with that :)
