Web Designer is not a dying job. Yes, anyone can get a free website and anyone can download pictures. However, there are businesses and large corporations and companies who need and who want so much more than the usual free templates that some computer companies offer.
If you have patience, and the time to study, take a web designer's course and you'll learn from the best and be prepared to get a good job as web designer. You can work for a large corporation and eventually grow to own your own business.

more powerful web design tools are coming out all the time that put the once-mysterious tech into the hands of newbies.
Combine that with easier coding systems that are user friendly (like XML) and the fact that many kids grow up using HTML coding for personal sites like Myspace, and you have a recipe for market decline.
There will always be a small market, at least, for web page design, but the fact of the matter is that it doesnt require an expert like it used to. With systems like Microsofts Active Server Pages that interpret many different types of code, as well as increasing consistency among web browsers, its getting easier than ever for anyone to make their own websites.

Always depends on the site.
A business probably isn't going to just run a build of PHP Nuke or some other thing, and most users do not tend to know SQL, CSS, PHP, Java, Flash and what not enough to build their own.

If you're able to program good functional interactive websites, you should be able to find a job.
Don't go for 'only IE compatible sites', though. That's VERY asocial.
