Sounds like lack of sleep. Cold tea bags are supposed to help, and slices of cucumbers. I know it looks stupid but it's cheaper than buying one of those masks that you can put in the fridge that are supposed to do the same thing.

Bobbi Brown has this amazing under eye corrector and concealer than comes with this light yellow powder - i know it sounds funny but it works wonders. The corrector is what actually hides the circles which come from thin skin under the eyes (bluish tinge underneath is from the veins). Most peole think concealer does but corrector is specifically made for these things - concealer just disguises it - and is kind of transparent so you can still see through it which can make it look even worse but corrector corrects it - totally covers it.
Juvena of Switzerland makes great skincare products and I have heard Freeze 24/7 is great too ($$$ though) . Hylexin is supposed to be great - it is specifically for dark circles under eyes - very bad ones so I have not personally used it because mine are not that bad but it is highly recommended. I don't know if yours are that bad for that product so maybe you would want to look into it.
Undereye circles are pretty much hereditary so all of the creams and gels, etc may help but I don't think anything will get rid of them completely as far as treatments.
The Bobbi Brown makeup is #1. You just have to be careful with other eye products - many of them will dry out the area more and be too chalky and dull (all Clinique makeup for eyes is horrible and makes them 10x worse). Your best bet would be to call some of these companies or go online to their sites and email them or ask them to send you some free samples. That way you can try them first without buying. In addition, these products can be quite expensive so it should make you feel better that both Bath and Body Works, Juvena of Switzerland, and Bobbi Brown take returns for ANY reason, at ANY time, whether the products are USED or not used. So - go buy them , hold onto the receipt and if you do not like them or notice any change bring them back and just tell them they don't work. I know Bobbi Brown is hard to get samples from unless you are buying something but like I said, you can return things that are used if you are dissatisfied. Bath and Body does promos with samples but you would have to contact Freeze, Hylexin and Juvena to get samples. Juvena will send you them if you ask them via email at their site. Freeze and Hylexin are available in stores at BBW to sample - they have samples of everything. Just make sure to go to a flagship BBW store which carries everything, not just BBW products. Make sure that you get a color consult for what shades of concealer and corrector. That is very important or it could make the circles look worse. They have ways to determine the colors online but that is always hard and the colors never look exactly as in person but the Bobbi Brown site colors are pretty close. If you go to a dept store that carries it (Macys, Nordstrom, Bloomingdales, Sax) you can try them and also ask the reps to try them on your face and tell you which ones are right.
this is the chart for figuring out what color: http://www.bobbibrowncosmetics.com/templates/guides/concealer_popup.tmpl
Here are their sites:

Concealer with loose powder kit:

They also sell a complete kit online with the corrector, concealer and powders online so you can spend less and get all of them in one item. This is called the face palette. The only down side of the face palette is that the light yellow powder is pressed not loose and the loose powder that comes in the kit with the concealer seems to work better than the pressed.

These are all of the best products made - so try these. There is also other options that are more expensive and must be done professionally like injections of Restylane. You look pretty younfg in ur pic so I don't know if this is the right choice for you. Maybe when you are older perhaps. Cosmetic surgery is not for everyone. My sister had it done and her eyes look perfect now - not one sign of a circle. Is about $800+ and is temporary - not sure how long (months - a few years I think)
Hope that helps! Good luck!
