toners are not worth splurging on.u shld instead be splurging on ur moisturiser as toners r used to temporarily lock ur skin.so any brand will do.but witch hazel and rose water are relatively good!

There is no best brand, it all depends on your skin type and tone and the specific ingredients that are appropriate for it.

Clinique or Plain witch hazel. Have used both with good sucess
