I don't think so. I have seen a few and I never saw one with hair that grew on the shaft of the penis. Tell your friend that maybe he should talk this over with his dad or a trusted male adult.
Also tell your friend, that what may be "normal" for one person may not be "normal" for every other person.

Generally hair follicules reach up to the part where the regular skin starts turning into mucous membrane that covers the glans and most of the head.
Perhaps it's just a result of circumcision where most of the foreskin has been snipped away causing the regular skin to be drawn up closer to the head.
However, there normally shouldn't be any hair growing on the actual glans of the penis.

wow right up to the head? Umm no I've never seen that but not a guy so I'll leave it to them to answer... if your still not satisfied with the answers see your doctor and find out of if it is... if your uncomfortable with this then maybe see if there is anythign that can be done.

On some people yes....Ive seen it loads of times.....but I hope its not growing out of the head cause that is abnormal and something I dont think Ive ever seen.

Its alright but depending on how long it is, that could be the real question. Nothing wrong with it but i would try to cut it down if it is like way too (big foot) hairy. Just not too sanitary with yourself or your partner(s).
