raptors were already highly evolved dinosaurs with many birdlike features (like the upward turned hips, light and porous bones, and even a talon!

The next step was to develop feathers, which have been found on many raptor derivatives, and then wings. Note the similarity in shape from velociraptor to achaeopteryx... and from there, on to birds of prey, which are still known today as 'raptors'!
