More than likely they are just like blackheads.. yes you can get them there too. though the itching part sounds like a problem and could be unrelated to the white bumps.
Most men have these bumps do dont get all upset over nothing.
It wouldnt be a bad idea to see a doctor just to make sure everything is ok. But no need to panic.

Well I have to agree with one answer......It is very common for men to have white small bumps on their penis. I forgot what the name for it is,BUT I have to say this if it is burning or itching it could one of four things, not to embarrass you here....
1. Herpes
2. Genital Warts
3. Poor hygiene will cause itching , and irritation
4. Jock itch can cause irritation, and when you are scratching them you are tearing your skin witch would cause the burn.
If number 3 and 4 isn't it then please do see a Doctor

Hate to tell you this man...probably Genital Warts. That's the way they look and the itch. Go to yahoo health and type in Genital Warts. It is also known as human papillomavirus, or HPV. don't be ashamed....its very common and they can get them off but you will still have the virus in your body. They can get as bad to look like cauliflower on your penis or look like a freckle. Good luck man.

sounds like an std....i forgot which one causes those bumps. Genital worts i think, but there are others that cause those too. Get check out by a doctor and any females you've had sex with recently get checked too!!
