I don't know what your schooling plans are exactly, but right now I go to a technical college in Wisconsin. Last semester I took Oral/Interpersonal Communications. It was an EXTREMELY interesting and helpful class. Oral/interpersonal communication skills are so important in the real world that here the course is a general education course for pretty much any degree you want to earn--my degree is an associate's for accounting. You may want to take this or a similar class at a college of some sort. Sometimes credits from a technical college will transfer over to a four year college and I think this may be one of them.
Another tip--you may want to take some sort of Written Communicatins course as well. I took that first semester last year--that's also a gen ed course here.

Harsh_bkk hit the nail on the head; speaking skill is NOT hereditary, it's learned. Researchers have proven that children who are read to regularly by their parents get better grades, develop language skills faster and read at a more advanced level in school than children who are not. By contrast, politicians and world leaders, whose main job is to address the public, are among the poorest speakers on earth! ("It depends on what your definition of the word 'was' is".....) Speaking skills start with reading skills - no shortcuts! You can't use a vocabulary you don't have. And when speaking to an audience, it's all about eye-contact. You need to speak to individuals in the audience, a few moments with one person, then move on.

Well yes, you can improve it but it takes a lot of time. Watch tv/ movies that can give you some tips on how to be a good conversant. Ask a friend to communicate with you to develop self confidence, and lastly, I suggest you read a lot of books and read it aloud. Check if you're pronouncing the words correctly and if you're delivering it with ease and clarity. They say practice can make it perfect or at least almost perfect.

There are few sites from which you can listen to them and improvise your communication skill. Then watch travel & living channel in that you can find mixed sought of accents listening to them you can easily increase communication skills.

Yes, you can. Speak in front of mirror and feel as if you are talking in front of people and after speaking think about your mistakes and try to avoid those.
