Maxwell's Equations really are not the based on light. But they are actually for defining electromagnetic waves. However, since light has dual nature (wave and particle) so scientists used Maxwell's equations to explain light as electromagnetic waves.
Thus far the equations accurately account for the light's behaviour, unless someone comes up with a contradiction.

That's just a quip on a t-shirt you can buy.

Light consists of electromagnetic waves; Maxwell's equations are the complete classical description of electromagnetic waves, all bundled up into 4 small equations.

Thus, the t-shirt refers to maxwell's equations in the making of light. It's humor, basically.

why indeed? who was he talking to when he said it? but never mind! for though maxwell equations describe e-m waves pretty well, the really interesting bit, that light comes in small quantized chunks, seems to have got lost in translation . . .

One there is not any data of a god and China did no longer make each little thing. in the present day they make many stuff considering they are the worlds greatest production facility yet they actual have not made each little thing.
