It often causes significantly reduced fertility, especially in males. However, he is likely still fertile to some degree. I would suggest taking some steps to facilitate fertilization - having sex during your period, and abstaining for 5 days before that (to increase the volume of semen), and to keep lying down after sex (sperm must travel UP, into the fallopian tube to fertilize the egg).

In sickle cell anemia, blood cells that become low on oxgen undergo a chemical reaction, which makes the hemoglobin inside them form long chains. The blood cells then change into a spiky shape, and can puncture blood vessels.
the main concern for men is not infertility, but impotence. The penis is composed of numerous blood vessels, which trap blood to make it rigid. There is less circulation, and intercourse is a strenuous activity, so the cells may loose oxygen, and damage the blood vessels in the penis, which can rupture the erectile chambers, or produce scarring that could block some of them.
Assuming your man is big enough for the deed, there should be no issue. If he's having trouble getting up though, it's still possible for him to get off, and getting the semen in the right spot is then the only challenge.
In very rare instances, it could be possible for the sickle cells to damage the testes, or other parts of the ducts that channel the sperm out the body. In general, these areas have good circulation of blood, few vessels close enough to do serious damage, and a rather regular bloodflow pattern, which tends to reduce the chances of sickle cells forming in the area.
If your partner can keep his condition under control, and rarely has episodes, everything should be fine. If you're really worried, then get on top so he doesn't do as much of the hard work.
