Ever since the inception of the Robot, this question has been asked. Computers are directly related to the concept of Robots because it is the method in which the robot will think.

Will they ever have a conscious?

I still stand on the notion that they can and will never attain self actualization. They will only be the result of imitation. They will never be cognitively aware of their own existence. They will never question, "What becomes of me after you pull the plug?"

Computers cannot be Self Conscious. Their conscience will always be dependent on the programming and data fed into them.

Hence they will react in a pre determined manner only under any given conditions and circumstances.

Computers use algorithms; lines of commands. A computer would have to duplicate free thought. But if a computer was designed in detail then yes it could in an unhuman sense. Also if man merged with computers I guess that would count no? Check the website on the future of human evolution.

Yes, since the human mind isn't magic and the different chemical and physical and electrical systems can in theory with enough work and research be replicated. Soul's are imaginary.

The answer may have more to do with how we choose to define consciousness. Will they achieve a level of intelligence that will pass for consciousness? Absolutely they will.
