Yes, you can still catch said diseases. HPV is a skin disease, and is transferred as such. HIV (aids) is a blood-borne disease, and even if you think you're safe and shes not bleeding, whenever a man inserts his penis into a womans vagina, there is skin tearing, and in said torn skin, there is blood. you may not be able to see it, but its there.

NO NO NO!
before the full ejaculation, there is "pre-c u m" which carries sperm and STD's if applicable.
also, and the guy might not even realize he has started to squirt at that point.
and on top of that, a lot of guy have a difficult time pulling out in time anyways.

No...precum can still get you pregnant or spread disease. Always use a condom unless you are in a monogamous relationship and are using some other type of birth control.
